The dispute between the Water and Sanitation Agency and the Capital Development Authority over a project to install 15 tube wells from Faizabad to Koral Chowk on Islamabad Expressway and supply water to Rawalpindi residents has been resolved after two months and 10 days.
The CDA has restored the cancelled no-objection certificate for the 15 tube wells.
The matter was settled after talks between the Rawalpindi commissioner and the CDA chairman.
Under the restored NOC, WASA will remain bound to fully comply with all conditions. Half of the water from the tube wells will be supplied to adjoining localities of Islamabad, while the remaining 50% will go to four union councils of Rawalpindi.
According to details, WASA had launched a Rs1.3 billion project to install 15 tube wells along the route and supply water to areas including Gulzar-i-Quaid, Fazal Town, Shah Faisal Town and Dhok Munshi.
For the project, WASA had obtained an NOC from the CDA by paying a fee of Rs5.2 million. The project was expected to be completed within one year and to supply 1.5 million gallons of water daily.
The CDA had cancelled the NOC on June 17, 2026, saying the tube wells would create a water shortage in nearby CDA localities and that WASA had violated the conditions of the approval for three of the 15 installed tube wells.
The original NOC conditions stated that 50% of the water would be supplied to Islamabad citizens through the existing ICT water supply network.
It also said that if any CDA-installed tube wells were affected, WASA would be required to restore them.
The NOC further required the CDA and WASA to jointly decide the locations of the 15 tube wells, and if the CDA needed those sites in the future, the tube wells would have to be removed.
The sites will remain under joint monitoring by the CDA, ICT and WASA, and WASA must strictly follow all NOC conditions.
The restoration notification was issued by the Director General, IWCD, with the approval of the CDA member for planning and development.
Following the restoration, WASA will now have to install the remaining 12 tube wells at the designated sites within the stipulated one-year period.
