The Capital Development Authority (CDA) has scheduled a public hearing for the environmental assessment of the proposed Rs. 140 crore Kashmir Chowk underpass in Islamabad, as heavy rains and cloudbursts have caused flooding in parts of the twin cities.
The hearing will be held on September 21, 2026, at 11:00 am at Gandhara Citizen Club in F-9 Park under the Pakistan Environmental Protection Act, 1997.
The project, also known as the Dhokri Chowk underpass, is planned near Islamabad Club on Murree Road. Under the proposed traffic plan, vehicles travelling from the Serena side towards Rawalpindi will use the underpass, while traffic heading towards Murree will pass over it.
The project’s Environmental Impact Assessment (EIA) report has been made available for public review at the Green Library of the Pakistan Environmental Protection Agency in H-8/2 and the CDA’s Road-III office at the Old Naval Headquarters in G-6 Markaz.
Members of the public, affected people and other stakeholders can review the report and submit their comments according to the law.
The CDA has also opened technical bids for the construction work. Habib Construction Services (HCS) and MS Kamran Khan (Kundi Group) submitted bids. However, the CDA declared MS Kamran Kundi non-responsive during the technical evaluation.
The company later filed a grievance against the decision. As a result, the CDA cannot open the financial bids until the complaint is resolved.
The public hearing and completion of the environmental assessment process are also required before the Rs. 140 crore project can proceed further.
