The Capital Development Authority’s (CDA) development work has damaged the gas network in Islamabad’s I 11 sectors, leaving 419 applications for RLNG-based domestic connections pending, according to an official document presented before Parliament.
The Ministry of Energy’s Petroleum Division said gas connections in I 11/1 and I 11/2 were stopped after the network was damaged during development work by CDA. The matter has been taken up with the authority for recovery of the damages.
A total of 445 applications for RLNG-based domestic gas connections were received from residents of the two sectors during 2025 and 2026. Of these, 217 were submitted under the fast track category and 228 under the normal category.
So far, 14 connections have been provided according to applicants’ turn and merit.
SNGPL issued urgent fee bills for applications received up to January 10, 2026. Of the 43 applications that qualified for urgent fee bills, 37 applicants deposited the required fee.
Surveys were subsequently conducted at their premises, while demand notices for security and service line charges were issued to 26 applicants.
Four applicants did not deposit the connection fee, while 419 applications remain pending because of the damaged gas network. Surveys of 37 applicants have been completed, but demand notices for 11 could not be issued because the network remains damaged.
The Petroleum Division said the remaining demand notices will be issued after the network is repaired and commissioned. Work on all pending applications will then proceed after restoration of the network and normalization of RLNG supplies.
The ministry also said provision of RLNG-based domestic connections is currently paused following disruption of RLNG supplies from Qatar. Meanwhile, the issue of damage to the gas network has been taken up with the CDA for recovery of the associated damages.
