CDA Announces New Rules for Islamabad Plot File Verification

The Capital Development Authority (CDA) has introduced new measures to regulate the verification of plot files and streamline the processing of property-related cases. It has directed officials to avoid unnecessary verification procedures that cause delays and inconvenience to applicants.

According to an official notification issued by the Office of the Member (Estate) on November 5, 2026, officials of the Land and Rehabilitation Directorate have been initiating the verification of plot files in certain cases without cogent justification or objectively established grounds.

The notification states that such practices can cause unnecessary delays in processing cases and inconvenience applicants. It has, therefore, directed that verification of the genuineness of any plot file should only be initiated after obtaining prior approval from the Director General (Land and Estate Management).

The Director General (Land and Estate Management) has also been directed to prescribe and notify clear timelines for completing plot file verifications and processing applications for No Demand Certificates (NDCs) and other property-related matters at the relevant desks.

Under the new directions, preferably, no file should remain pending at a single desk for more than three days.

CDA added that these measures aim to improve administrative efficiency, ensure the timely disposal of property-related cases, and prevent unnecessary delays in the Estate Wing.
