The Competition Commission of Pakistan (CCP) and the National Accountability Bureau (NAB) have agreed to deepen institutional cooperation in capacity building, professional development and exchange of expertise, with a focus on competition, transparency, procurement integrity and good governance.
The two institutions signed an Addendum to their Memorandum of Understanding (MoU) at NAB Headquarters in Islamabad on September 16, 2026. CCP Chairman Farid Ahmad Tarar and NAB Chairman Lt. Gen. (R) Nazir Ahmed attended the signing ceremony along with senior officials from both institutions.
The original MoU, signed in May 2025, established a framework for cooperation in areas including bid rigging, collusive tendering, information sharing and technical assistance.
Under the new Addendum, CCP and NAB will work through the Pakistan Anti-Corruption Academy (PACA) to organize joint training programs, workshops, seminars, conferences and awareness sessions covering competition law, anti-corruption, procurement integrity and economic governance.
The expanded cooperation will also allow the two institutions to exchange subject matter experts, investigators, economists, prosecutors, researchers and other resource persons. Officers from both organizations will receive opportunities for professional development and knowledge sharing aimed at strengthening investigative, analytical and enforcement capabilities.
NAB Chairman Lt. Gen. (R) Nazir Ahmed said capacity building and interagency cooperation were important for strengthening institutional effectiveness. He highlighted the value of sharing knowledge and professional experience among public institutions and said cooperation through PACA would help develop specialized skills and promote awareness of transparency, integrity and sound governance practices.
CCP Chairman Farid Ahmad Tarar said competition enforcement and anti-corruption frameworks intersect in areas such as public procurement, where collusive practices can undermine competition, increase costs and affect the efficient use of public resources.
He said effective institutional coordination, information sharing and complementary expertise were important for promoting fair market practices. The expanded cooperation, he added, would allow both institutions to benefit from their respective expertise and strengthen professional capabilities.
The two institutions also agreed to further strengthen the exchange of information and expertise in addressing cartelization and anti-competitive practices. They will work within their respective mandates to promote economic efficiency, fair business practices and consumer protection.
