Canada has simplified the study permit process for international master’s and PhD students as it shifts greater focus toward graduate-level applicants.
According to Immigration, Refugees and Citizenship Canada (IRCC), graduate students accounted for 21% of new study permits issued from January to June 2026, up from 12% during the same period last year.
The shift comes as Canada reduces overall international student numbers. The country’s international student population has fallen by about one-third since 2024, while new international student arrivals between January and June 2026 dropped 82% compared with the same period in 2024.
At the same time, the share of new study permit holders attending universities increased from 30% in 2024 to 40% in 2025, reflecting a stronger focus on higher-level education.
Most graduate degree students can benefit from simpler processing, while doctoral applicants may have their study permit applications processed within two weeks.
Eligible master’s and doctoral students studying at public institutions have also been exempt from the provincial or territorial attestation letter requirement since January 1, 2026.
Graduate students may also be able to bring eligible family members with them to Canada during their studies.
After completing their degrees, international graduates may qualify for a post-graduation work permit, allowing them to gain work experience in the country.
The Canadian government said it is looking to attract the world’s best and brightest researchers and graduate students as it gives greater priority to master’s and doctoral programs.
