UAE Sets Minimum Age for E-Scooter and E-Bike Riders
The new minimum age is a key part of the UAE’s revised executive regulations, which also include permit and registration systems designed to improve traffic safety, control the rapid growth of micro-mobility and ensure the safety of riders, pedestrians and motorists. The new regulations will come into force on 1 January 2027.
If you’re riding an electric scooter, e-bike or moped, the minimum age to apply for the riding permit is 15 years old.
Permits under the new framework will be valid for three years and renewable after that indefinitely. The permits will be valid across all multiple classes of Personal Transport.
No personal mobility device shall be used on any public road intended for use by conventional motor vehicles. Personal mobility devices shall only be used on approved and defined routes.
All equipment must meet mandatory safety standards, such as forward-facing lights with high and low beams, rear-facing red brake lights, braking capability on at least one wheel, and stable, safe tyres.
The revised regulation breaks down individual mobility devices into six categories: traditional bicycles, electric bicycles, electric scooters, mini-motored bikes of less than 50cc engine capacity with a maximum speed of 45 km/h, skateboards, and mobility devices for the elderly and disabled.
Commercial rental operators are also required to meet the same standards.
Meanwhile, authorities have reaffirmed the rules for pedestrians at intersections: flashing green will not allow riders or walkers to begin crossing, but those already in the middle can continue to cross safely.
This pioneering regulatory amendment highlights the UAE’s efforts to develop safer and more structured urban spaces in the face of micro-mobility’s effect on urban mobility.
