Teaching Hospitals and Colleges to Fall Under Vice Chancellors’ Control

Proposals for significant changes to the administrative systems of Punjab’s seven public medical universities have emerged, including giving vice chancellors the powers of chief executive and chief academic officer, and placing the administrative control of universities, their affiliated colleges and teaching hospitals under vice chancellors.

The Public Sector Medical Universities (Second Amendment) Ordinance 2026 was presented in the Punjab Assembly and referred to the Standing Committee on Higher Education for further consideration.

According to the ordinance, vice chancellors will gain administrative control over the officers, faculty and employees of their respective universities.

The proposal also grants vice chancellors administrative control over colleges, teaching hospitals and other institutions under the public medical universities.

Under the proposed amendments, changes will be made to the relevant laws governing Punjab’s seven public medical universities, while the status of certain medical colleges as constituent colleges of their respective universities will also be restored.

The ordinance proposes restoring the status of King Edward Medical College Lahore as a constituent college of its university. Similarly, Fatima Jinnah Medical College Lahore would become Fatima Jinnah Medical University, and Punjab Medical College Faisalabad would become Faisalabad Medical University, while Rawalpindi Medical College and Nishtar Medical College Multan would be given legal status as constituent colleges of their respective universities.

The ordinance also proposes making representation of the finance department mandatory in the decision-making bodies of public medical universities, with the finance secretary or an officer of at least additional secretary rank nominated for this purpose.

The Governor of Punjab approved the Medical Universities (Second Amendment) Ordinance 2026 for 90 days on October 20, 2026. The ordinance will now be considered by the Standing Committee on Higher Education, after which it will be presented to the Punjab Assembly for approval in light of the committee’s report. Once approved by the House, the ordinance will become law.
