RDA Moves Toward Zero-Paper Policy

Rawalpindi Development Authority (RDA) will shift its official correspondence and file processing to a digital system as Commissioner Rawalpindi Division and RDA Director General Salman Ghani pushes for a zero-paper policy.

Following Ghani’s directions, RDA held a meeting with directors, senior officers and relevant staff to review the implementation of the Electronic File and Office Automation System (EFOAS) across the authority. Participants discussed ways to streamline administrative work and reduce reliance on physical files and paper-based correspondence.

Ghani directed all RDA directorates and officers to use EFOAS for official business and gradually eliminate unnecessary paperwork. Under the instructions, all official letters, Put Up Cases (PUCs), files and other documents that require processing by the Administration Directorate must move through the prescribed electronic system.

The authority has also instructed directorates and officers not to submit official correspondence to the Administration Directorate through any other channel. They must initiate, forward and process their documents through EFOAS and ensure timely handling of official business.

The system will allow officers to track files electronically, monitor their movement in real time and check the status of pending cases. RDA expects the shift to improve administrative efficiency, transparency and accountability while reducing paperwork and delays.

The instructions also assign responsibility for delays to the relevant directorate or officer. Any delay caused by failure to submit correspondence, late submission or improper processing through EFOAS will remain the responsibility of the concerned directorate or officer.
