The Federal Board of Revenue (FBR) has authorized four vendors to install and operate electronic production monitoring equipment at manufacturing facilities in five sectors, including packaged tea, household electronics, paper and paperboard, edible oil and ghee, and leather.
In a notification issued Wednesday, the FBR authorized Obsidian Technologies, Tollink Pakistan (Pvt.) Ltd., ISSM Labelling Solutions (Private) Limited, and Authentik to supply, install, operate, maintain, and repair production monitoring equipment under Chapter XIV-BA of the Sales Tax Rules, 2006.
The authorization covers Internet Protocol (IP) cameras and Network Video Recorders (NVRs) with storage capacity for at least two months of recordings.
The cameras must capture production processes continuously in real time, while the NVRs must record all camera feeds and retain the footage for at least two months.
The vendors must ensure that equipment installed at each site meets the technical specifications approved by the FBR. Deployment in each sector will begin after the issuance of the relevant Sales Tax General Order.
Each vendor must arrange equipment testing at every site, confirm compliance with approved specifications, and provide the FBR access to live camera feeds and recorded footage as prescribed.
The authorization is valid for three years from the date of issuance unless suspended or canceled earlier. It supplements the vendors’ existing authorizations, which remain in force under their current terms.
The authorization is nontransferable. Vendors cannot assign, transfer, or subcontract it, in whole or in part, without prior written approval from the Approval Committee. All footage and recordings will remain the property of the FBR, be treated as confidential, and cannot be shared with anyone except as directed by the Board.
The notification also states that no equipment or software other than the specified IP cameras and NVRs may be supplied or charged for under this authorization.
