The Capital Development Authority has retained the requirement for a fresh No Demand Certificate for every subsequent transfer of a property in Islamabad, according to a written reply submitted to the National Assembly.
The CDA said an NDC is required for every property transfer under the prevailing rules, regulations and prescribed procedures. The certificate is issued after verification of the property’s latest status.
According to the reply, the requirement ensures that there are no outstanding dues, legal encumbrances, building violations or other restrictions against a property at the time of transfer.
The CDA described the NDC as a safeguard for all parties involved in a property transaction.
The authority also said plots are not canceled arbitrarily. Any cancellation, where applicable, is carried out under the relevant laws, rules and terms and conditions of allotment after due process.
The CDA said it is reviewing its property transfer procedures to reduce processing times and facilitate the public. Digitization and automation of estate management, simplified documentation, stronger verification mechanisms, standardized procedures and enhanced monitoring are among the reforms currently being considered.
