Prime Minister Shehbaz Sharif has ordered a comprehensive technical audit of the billing systems of power distribution companies (Discos), describing power sector reform as one of the government’s top priorities.
Chairing a meeting on power sector reforms, the prime minister directed the Power Division to carry out the audit and develop clear performance indicators for distribution companies, with defined targets and implementation timelines.
He also stressed the need for stricter enforcement against electricity theft and said the nationwide installation of smart meters was essential to improving the performance and transparency of the power distribution system.
To encourage competition among utilities, the prime minister announced that the best-performing distribution company would be formally recognized and rewarded based on its performance.
The meeting was informed that technical and commercial losses at Discos continued to decline during FY26, with Islamabad, Lahore, and Gujranwala recording the lowest transmission and distribution losses. Officials also said IESCO, LESCO, GEPCO, FESCO, and MEPCO achieved 100 percent bill recoveries during the fiscal year.
Officials further briefed the prime minister that Disco Support Units have been established in Hyderabad, Sukkur, Lahore, Multan, and Hazara to curb electricity theft, improve recoveries, and resolve technical issues.
The government also plans to complete the first phase of the Asset Performance Management System (APMS) at the transformer level by September 30, while a proposal to install 16.2 million Advanced Metering Infrastructure (AMI) smart meters in Multan, Lahore, Peshawar, Hazara, and Quetta is under consideration.
