The Planning Commission has finalized a revised framework for Pakistan’s National Flood Protection Project, with the proposed cost rising to nearly Rs. 800 billion as the government moves toward seeking approval from the Council of Common Interests (CCI).
Under the revised financing structure, the federal and provincial governments will each contribute Rs. 400 billion toward the project, while the government is also exploring foreign financing options to support implementation.
The updated framework focuses on strengthening Pakistan’s flood resilience through modern forecasting and disaster management systems. The project includes the installation of flood forecasting and early warning systems, telemetry systems on canals and major bridges, watershed management initiatives, and flood hazard zoning.
The project is expected to benefit around 15 million people by reducing flood-related risks and improving disaster preparedness. It aims to protect nearly 9 million acres of agricultural land, around 2.35 million houses, dozens of schools, nearly 70 villages, and about 340 kilometres of roads.
The plan also includes protective measures for around 4,000 farmers, highlighting its focus on safeguarding agriculture and rural livelihoods from recurring flood damage.
The revised cost represents a significant increase from the Rs. 350 billion framework approved in 2017, with officials attributing the rise to an expanded project scope, updated implementation requirements and the inclusion of modern flood management infrastructure.
